Chaos was the preferred state of affairs at Kakamega County Assembly on Tuesday, October 16, as Ward Representatives ganged and forcibly ousted Speaker Morris Buluma.
Among other things, the near first fight melee at the legislative house was ignited by alleged misappropriation of public funds as a section of Members of County Assembly (MCAs) accused Buluma of purchasing toilet paper at an inflated price of KSh 400 per roll.
The leaders also accused the Speaker of refusing to approve disbursement of allocations for their car loans and mortgages besides stalling development projects and 'impeached' him alongside county assembly clerk Patrick Wafula. "We have been oppressed under the leadership of Buluma who has adversely misappropriated funds allocated to the assembly. Our loans have not been approved under his resistance.
He has misused money to buy toilet paper rolls worth KSh 20 at KSh 400. We told him to take rest and we have unanimously settled on a new Speaker from today," said one MCA. Buluma had to swiftly slither through a gang of enraged MCAs and sought refuge from their wrath in his administrative office.
The legislators unanimously elected Sango Ward MCA, Kennedy Kilwake Sitanda, in acting capacity and followed the latter to his office and attempted to frogmarch him out.
They vowed to bar Buluma from accessing the County Assembly premises saying they only recognised Kilwake as their Speaker.
The ousted leader, however, dismissed his counterparts' actions saying the said impeachment was illegal and that he was the legitimate Speaker. "Impeachment processes are clear whether on a Speaker or governor.
There was no impeachment today in line with the Constitution because there was neither collected signatures nor impeachment motion. As far as I am concerned I am still the Speaker of Kakamega County Assembly," he said.
